After about 20 years of annoyance at these things, the first thing that comes into anyone's mind when a car alarm goes off is "shut the fuck up, you annoying piece of shit!" and the last thing that could possibly enter someone's mind, if it ever does at all, is "OMG that car is being stolen! Alert the authorities!" I'd think cars with alarms would be MORE likely to have a brick thrown through their window, and therefore should have higher insurance rates due to the increased risk of a claim being filed.
